A no-flow run proves the pump turns, the controller works and the battery holds. A fire pump that starts on every monthly test has proven the battery and the controller.
It says nothing about suction behaviour once water is moving, delivered head at design flow, or whether the relief and recirculation are set right. Those only show under flow.
The pump ran on test and the pump will perform in a fire are two different statements. Whether it makes rated flow when it matters is a different test, and usually the one nobody runs.
